If anyone enters the BOP with medical problems they will degenerate, they will be tortured and some "will die."

If a person with medical problems complains to the BOP
because they are receiving delayed, or improper medical
treatment, or files suit against the BOP; the BOP will
provide NO medical treatment whatsoever.

1. Standard operating procedure with the entire BOP is to delay as long as possible treatment for any medical problem a prisoner has. It makes no difference if the medical problem is serious or not.



BOP policy states: a prisoner will receive medical care by
professional staff consistent with acceptable community
standards, (ref: BOP PS 6000.5, Chap 1. P.1)"

AN ABSOLUTE LIE!!!!

The BOP doesn't even know what "Professional" medical staff is,
nevermind what the "acceptable community standards" are.

2. The majority of BOP medical staff to include their employees they give the titleof Medical Doctor (MD) would be qualified in the community to be paramedics, performing ambulance service or working on a medical fire rescue truck. The BOP medical doctors (MDs) and Physician's Assistants (PA's) Kimball has met in the BOP were not licensed or board certified to practice medicine in any state within the United States.

The BOP violates the law and their own policy
law, by hiring people the BOP claims are
medical doctors and PA's when they are
unqualified to secure a license or board
certification in any state within the US.

If the BOP titled "Medical Doctors" and "PA's"
attempted to practice medicine in the community;
they would become a prisoner in the Federal prisons
they are practicing in.

The BOP Kills Prisoners Deliberately

3. The BOP's higher echelon such as BOP Regional Director, R. E. Holt, Regional Director Thompson, Assistant BOP Director Michael Cooksey and past BOP Director Katherine Hawk Sawyer, would rather kill prisoners medically, than allow them to acquire their own professional treatment to save their lives. One example of the thousands of prisoners the BOP refuses to help is depicted under Torture and Death Camps Across the US; then under Victims - then under David Butler.

So far prisoner David Butler survived;
many have not.

4. #2 Donald Wayne Gann, #5 Benny Phillips; #46 Willie Williams, #1 Marion Edward Coulston under Torture and Death Camps Across the US represent less than 1/10 of 1% of the prisoners murdered by the aforementioned people.

It isn't as if the higher echelon of the BOP do not know.

5. Kimball's associates hold records that the higher echelon of the BOP were notified about the medical atrocities going on in the BOP continually and they just close their eyes and condone such torture and death.

6. Another prime example of murder by the BOP going on at this very minute 3/18/04, is that of Scotte E. Jackson. The BOP didn't like Mr. Jackson, so they decided they would not diagnose prisoner Jackson when the BOP knew he was in a life-threateningserious medical condition. The BOP in March of 2002 knew Scotte was in a life-threatening, degenerating medical situation. The BOP delayed testing to see what was wrong with Jackson, even though his situation was and still is life-threatening.

Jackson's medical records reveal that the BOP was advised Jackson had a spot on his brain at minimum, and that he had indentations in his spinal column causing him to be confined to a wheelchair and ultimatelytotal paralysis. However, the BOP refused to date for Jackson to be professionally diagnosed by a neurologist, or even see a neurologist. Around the first of March 2004, prisoner Jackson was advised by a visiting medical assistant that, his medical records reflect his brain is shrinking, due to the brain bleeding and he is in very serious trouble with his spinal cord being indented. The visiting medical assistant told Jackson, the BOP was killing him and he would do everything in his power to get him help. So far nothing has happened.

The Regional Director, R. E. Holt was notified of Jackson's condition, as was the BOP Central Office in Washington, D.C. where Michael Cooksey, Assistant BOP Director reside. None of these people would do anything for prisoner Jackson; other than let him degenerate, be tortured and die.

These murderers had the audacity to send Mr. Jackson an answer to his plea for help and to save his life.

They stated; "The record reflects you are receiving medical
care and treatmeant in accordance with Bureau policy."

Mr. Jackson received that reply from Assistant Director "Cooksey's"
office in Washington, D.C.

The reply went on to say: "Should there be a significant change
in your condition, you are encouraged to attend sick call to
be re-evaluated."

These statements came from the highest authority within the BOP
and directly after a visiting BOP medical staff member told Jackson,
he was, and has been, in a "medical emergency situation," and the
BOP "was killing" him.

If there were a significant change in Jackson's condition,
HE WOULD BE DEAD!!

7. Kimball's associates have Jackson's pleas for help to the BOP higher echelon, R. E. Holt, Cooksey and Lappin's office and the lying replies from these people's offices.

Their replies are always lies.

LET THEM DIE.

8. Kimball's associates hold an abundance of medical records, affidavits, pleas for help to the BOP; with lies for replies on every one, by the BOP.

9. Review Torture and Death Camps Across The US - then Victims - then #3 Prisoner Rodrigues which depicts a different BOP regional manager named Thompson condoning BOP staff membersinstigating thebeating to death of a prisoner while his medical department refused to save the prisoner's life. Then, BOP manager Thompson and his staff"cover up" the murder.

BOP Policy P.S. 6000.S Chap. 1, P-1 states:
not only must the BOP provide each prisoner
with professional medical staff acceptable with
community standards, the BOP must treat life-
threatening illnesses and must treat medical
deterioration, pain and suffering and any
affliction that delay could result in a
further risk of complication.

BOP medical staff told Kimball their "Directive" is:
they must "appear" to be providing professional
medical care even though they are "ordered" not
to provide such.

As aforestated, the unwritten BOP law is delay medical treatment as long as humanly possible. If the prisoner suffers, or is in torturous pain, or degenerating that's just too bad, and if the prisoner dies, lie as much as possible and cover up the death. That kind of death is nothing less that torturous premeditated murder.

10. The examples sent forth in this link and in the Torture and Death CampsAcross the US Victims, reveal the BOP's exact pattern of delay, refusal oftreatment, refusal of pain medication, allowing prisoners to degenerate all the way to death. If a prisoner complains or files legal action; the prisoner receives no medical treatment and retaliation by the BOP.

11. When Kimball was at Coleman/Low Federal Prison in 2001 the standard operating procedure was after 6:00 P.M. daily, or weekends or holidays the BOP staff was not allowed to call medical unless the prisoner could not walk. The prisoner had to be on the ground. If a prisoner was having a heart attack sitting up he would receive no medical treatment. The Government investigated "itself" in 1994
and determined that
lack of medical treatment by the BOP
caused the Needless Deaths of prisoners.

12. The General Accounting Office (GAO) of the United States Government investigated the operations of the "very best" medical prisons within the BOP. The conclusion of the GAO investigation clearly stated that; the lack of professional staff along with the lack of medicaltreatment "killed" prisoners.

The BOP lies again

13. The BOP replies to the General Accounting Office report in 1994 and says: Gee!! We're sorry!! We are going to purchase hospitals and we are going to get better. The BOP never purchased any hospitals, while the BOP medical treatment of prisoners became "pathetically worse."
